Last month marked a momentous turning point for public safety in the UK, as the Terrorism (Protection of Premises) Act 2025 officially received Royal Assent. After years of dedicated campaigning, this landmark legislation, commonly known as Martyn’s Law, is now a reality. At Corps Security, we’ve proudly supported this initiative, recognising its critical importance to the security landscape and enhancing the protection of public spaces across the nation.
What the law means for security professionals
While Royal Assent marks a significant milestone, security professionals and venue operators have a two-year implementation period to adapt to the new requirements. Understanding the tiered approach is essential:
Standard tier (venues with capacities of 200-799 people):
- Conduct thorough terrorism risk assessments
- Develop appropriate security plans based on identified risks
- Train staff in counter-terrorism awareness and response
- Establish regular practice drills and ongoing vigilance
Enhanced tier (venues with capacities of 800+ people):
- Fulfil all standard tier requirements
- Implement additional physical security measures
- Maintain more comprehensive documentation
- Undergo regular compliance inspections
For security professionals, this legislation presents both a challenge and an opportunity. The framework provides a standardised approach to counter-terrorism measures that enhances both safety and operational effectiveness.
Vigilance beyond the legislation
A crucial consideration for security professionals is the potential displacement effect. As larger venues implement more stringent security measures, smaller venues not covered by the law may become more attractive targets for those with malicious intent. Village halls, small community centres, and local gathering spaces though exempt, must not be overlooked. Heightened vigilance remains essential.
A lasting legacy
The Terrorism (Protection of Premises) Act 2025 represents more than just legislation. It embodies the power of determined advocacy and the importance of proactive security measures. As security professionals, we have a responsibility to honour this legacy through implementation and ongoing vigilance.
